First Time Homebuyers Program (FTHB)

Catholic Charities of Chemung County in partnership with the City of Elmira, NY offer qualifying applicants their chance at living the American dream – Home Ownership! Buying a home for the first time can be an intimidating experience. There are financial and legal steps which often appear to be insurmountable hurdles. In addition to financial support this program offers on-going support to help make the process less overwhelming for the first time homebuyer. In January 2005 Catholic Charities of Chemung County and The City of Elmira celebrated a significant milestone…325th First Time Homebuyer closing in the community. The program is in its 11th year.

Catholic Charities First Time Homebuyer program strives to achieve a variety of goals to include:

  • Providing safe, decent, and affordable housing in Elmira
  • Stimulating interest in neighborhood preservation
  • Increasing the rate of owner-occupied homes in Elmira
  • Assisting credit worthy low/moderate income first time buyers

The number one goal of the First Time Homebuyers program is home ownership for individuals and families who otherwise would not experience the feelings of pride, satisfaction and achievement that comes with owning your home. Through the City of Elmira HOME and CDBG funds are available for qualifying applicants to receive a $13,000 grant for down payment and closing cost. The program is supported by professional staff and includes the support network of a Homeowner Association and provides Mortgage Foreclosure Prevention Services.
